Job Description

Port Qasim Authority is seeking a qualified and experienced individual to serve as Deputy Manager in the Harbour Master Office. The Deputy Manager will play a pivotal role in supporting the operations and management of the port, ensuring safe and efficient maritime activities.

Responsibilities:

  1. Assist the Harbour Master in overseeing all aspects of port operations, including vessel traffic management, navigational safety, and emergency response.
  2. Collaborate with port stakeholders, including terminal operators, shipping agents, and regulatory authorities, to coordinate vessel movements and optimize port efficiency.
  3. Monitor marine traffic within the port area using radar, AIS systems, and other navigational aids, identifying potential safety hazards and taking appropriate action to mitigate risks.
  4. Assist in the development and implementation of port regulations, procedures, and guidelines to ensure compliance with international standards and best practices.
  5. Conduct regular inspections of port facilities, navigational aids, and infrastructure to assess their condition and identify maintenance needs or safety concerns.
  6. Coordinate with pilotage services, tug operators, and other marine service providers to facilitate safe and efficient vessel berthing, docking, and undocking operations.
  7. Respond to maritime emergencies and incidents, such as oil spills, vessel collisions, or medical emergencies, coordinating emergency response efforts and liaising with external agencies as needed.
  8. Provide guidance and support to port personnel on navigational matters, safety procedures, and emergency response protocols.
  9. Assist in the investigation of maritime accidents, incidents, and near misses, identifying root causes and recommending corrective actions to prevent recurrence.
  10. Stay updated on maritime regulations, industry trends, and technological advancements relevant to port operations, participating in training and professional development activities as needed.

Requirements:

  1. Bachelor's degree in Nautical Science, Marine Transportation, or a related field. Master Mariner certification preferred.
  2. Proven experience in maritime operations, with a minimum of X years of sea service and demonstrated leadership capabilities.
  3. Comprehensive knowledge of international maritime regulations, port operations, and navigational practices.
  4. Excellent communication and interpersonal skills, with the ability to interact effectively with a diverse range of stakeholders.
  5. Strong problem-solving abilities and decision-making skills, particularly in high-pressure and time-sensitive situations.
  6. Proficiency in the use of navigational equipment, electronic chart systems, and maritime communication tools.
  7. Ability to work irregular hours, including nights, weekends, and holidays, as required by operational needs.
  8. Leadership qualities, including the ability to inspire confidence, build teamwork, and foster a culture of safety and excellence.
  9. Flexibility and adaptability to work in a fast-paced and dynamic maritime environment.
  10. Valid seafarer's medical certificate and other relevant certifications/licenses.
